Strategic Planning of GAA Development

I. Vision

Build a “domestically first-class and internationally advanced” aviation hub that features excellent performance and connects the whole world, and seek to become a group with international influence involved in airport construction, operation, management, aviation economic development and industrial investment.  

II. Mission

Promote coordinated planning, construction and management of airports in Guangdong, achieve the objective of “safe development and cordial service”, step up efforts to build Guangdong into a strong civil aviation province, and boost the economic and social development across the province.

III. Objectives in the 13th Five-Year Plan for Civil Aviation Development

By 2020, GAA will have been in the initial stage of becoming a group with international influence involved in airport construction, operation, management, aviation economic development and industrial investment. 

IV. General Guiding Principles in the 13th Five-Year Plan for Civil Aviation Development   

GAA will speed up fostering and enhancing GAA’s core competitiveness, promote coordinated development between aviation business and aviation economic industry, and between hub airports and trunk and regional airports, step up efforts to build Guangdong into a strong civil aviation province, enhance employees’ sense of benefits and share corporate development results.

Guangdong Airport Authority (hereinafter referred to as GAA) is one of the most important airport management groups in China. As a large state-owned enterprise providing support to air transport service that is directly under the People’s Government of Guangdong Province, GAA is tasked with promoting civil airport planning and construction across Guangdong Province and stepping up efforts to build Guangdong into a strong civil aviation province.

GAA runs 5 airports, i.e. Guangzhou Baiyun, Jieyang Chaoshan, Zhanjiang, Meixian and Huizhou airports, with preparation under way for the construction of Shaoguan Airport. Among the five airports, Guangzhou Baiyun, Jieyang Chaoshan, Zhanjiang and Meixian airports are CAT-I aviation ports in Guangdong Province authorized by the state to open to the outside world. Up till now, the airports under GAA have

established business relationship with more than 70 airlines, operating flights to more than 200 destinations. In recent years, GAA has registered stable performance in terms of safe operation and achieved obvious progress in its services. In 2016, Guangzhou Baiyun International Airport (GBIA) witnessed an increase of 10.4 percentage points over 2015 in its flight regularity rate, a rate that ranks among the top in the CAAC-organized service evaluation of all the domestic airports with passenger traffic exceeding 10 million. Against the fierce competition from other cities and airports, GAA was awarded the right to host in Guangzhou the 2018 World Route Development Forum.

Currently, GAA is making steady progress in the international aviation hub construction, and as a result a hub network is gradually taking shape. GAA is proactively pressing ahead with resources integration among the airports across the province, leading to a broader recognition of the concept of coordinated development among the airports in Guangdong. Steady progress has been made in the planning and construction of airports in Guangdong, and as a result the milestone tasks were completed for the Phase II Expansion Project of GBIA. GAA furthered its efforts in party building, resulting in an obvious improvement in the sense of responsibility among the leadership at various levels, and a marked change in the work style and mental outlook of the leadership. GAA strictly puts in place “two responsibilities”, and as a result leaders are performing better in terms of setting a good example for others and exercising strict self-discipline. GAA is currently on an upward spiral, laying a solid foundation for the continuous, healthy and rapid development of the civil aviation industry in Guangdong.

GAA will assume its responsibility of “building Guangdong into a strong civil aviation province”, aim at the construction of an airport group that serves the whole province, follow the general principle of “seeking further progress while maintaining a stable situation”, carry out the main tasks of strengthening “supply-side structural reform”, focus on improvement in quantity, quality and efficiency, stick to the bottomline of “safe development and cordial service”, concentrate on building Baiyun International Airport into a “domestically first-class and internationally advanced” international aviation hub, speed up nurturing and improving GAA’s core competitiveness, and press ahead with the task of “building Guangdong into a strong civil aviation province”.

Looking into the future, GAA will speed up efforts to turn GBIA into an important aviation hub serving the “Belt and Road” initiative and the “Silk Road in the Air” initiative, and into a “domestically first-class and internationally advanced” international aviation hub which features excellent performance and connects the whole world, and turn GAA itself into a group with international influence involved in airport construction, operation, management, aviation economic development and industrial investment, which can play a more active and important role in promoting civil aviation development in Guangdong province and local economic and social development.

In recent years, GAA, in strict accordance with the requirements of Guangdong Provincial Party Committee and the Party Committee of State-owned Assets Supervision and Administration Commission of Guangdong Province, ramped up party building activities in an effort to enhance corporate competitiveness and advance reform and development, and endeavored to implement the practice of being strict with the Party members.

First, GAA focused on party building to promote development. GAA unswervingly supported the effective integration of "strengthening leadership, changing the work style, building a competent workforce" and "enhancing security, improving services, promoting development", gave play to the core function of the party organization in "discussing big issues, taking account of the overall situation, guiding the direction", clarified the responsibilities to be borne in party building and the practice of “two duties for one post”, carried out the revision of corporate rules, and adhered to the bottomline of "maintaining integrity and safety", thus ensuring the smooth progress of reform and development.

Second, GAA focused on improving work style and invigorating corporate management mechanisms. Unremitting efforts were made to carry out a series of theme-based educational activities, including following “the mass lines”, exercising “three Stricts and three Steadies”, and launching the "learning of the Party Constitution and regulations as well as a series speeches of Xi Jinping and being a qualified Party member" campaign, to implement the practice of "four adherings", strengthening party members’ awareness of rules, proper behaviors and standard norms, to press ahead with the rectification of problems, especially the rectification of the issues identified by Guangdong Provincial Party Committee Inspection Group, and to focus on group study and implementation of a series of speech delivered by the Central Government, which have led to an obvious improvement in party organization construction at all levels and work style building.

Third, GAA prioritized the work at grass-root level to bring in more corporate vitality. By conducting key tasks related to grass-root party building, including paying off overdue party fees, changing grass-root party organizations leadership, sorting out the relationship between the party members, and strengthening party building, to tackle the key problems of poverty alleviation, and by regulating the activities within the party organization, party organization construction at all levels and mental outlook of party members embraced a positive change. As a result of the reinforced implementation of the practice of “Party Secretary leading the execution of projects”, four successive projects were publicly commended by the Organization Department of Guangdong Provincial Party Committee and the State-owned Assets Supervision and Administration Commission of Guangdong. Since 2011, two party members have been commended by the provincial party committee, and 13 grass-roots organizations and 19 party members have been commended by the State-owned Assets Supervision and Administration Commission of Guangdong, setting a good example for fellow party members and organizations and gradually creating a healthy and efficient work environment.  

Fourth, GAA concentrated on sharing development benefits and improving the people’s wellbeing. Since 2013, continuous efforts have been made to push forward the “Heart-warming Project”, and to improve the aid and support system by delivering aid to those with difficulty in getting medical care, those with financial difficulties, and loan-burdened students, benefiting more than 15 000 employees. GAA focused on promoting corporate culture and organizing mass activities, and provided support and service to retired cadres, thus creating an atmosphere in favor of corporate reform and development. GAA currently has 205 grass-root party organizations, including 31 party committees (including GAA party committee), 6 Party General Branches and 168 Party Branches; and has 3 451 party members, which account for 18.3% of the total number of employees and include 2 850 active party members and 601 retired party members.
